He holds a Doctor of Literature and Philosophy in Public Administration from the University of South Africa (UNISA), Masters of Arts in Public Administration [cum laude] (UNISA, and Bachelor of Arts and Honours in Public Administration (Vista University, now University of Pretoria)

Research interests: Maserumule has more than 50 publications in the field of governance, which comprise articles in scholarly, professional and political journals, and chapters in books and research papers in conference proceedings. He has presented more than 30 papers in national and international conferences, including being a keynote speaker and a discussant in various strategic knowledge generation gatherings. He has co-edited various books and conference proceedings. His specific areas of research interest in the broad governance field include, among other others, historiography of state formations and reform, developmental state and developmental local government, politics of scholarship and theory of knowledge, public policy and service delivery. His expertise in various issues of governance is often solicited for strategic assignments in the public sector.
Teaching: He teaches Research Methodology, Public Policy, Managing Service Delivery, Public Information Service, and Municipal Finance, and also supervises masters and doctoral students.
